Routing rule

The wiki explains what a thing is and how it connects. The relevant project repository owns the durable argument, implementation, canon, policy, archive record, or design.

When a wiki entry starts becoming the substantive work itself, move or link that work to its canonical project rather than letting the wiki silently become a second repository.
